The American Rescue Plan Act of 2021 (ARPA) is the sixth federal COVID-19 relief bill passed in the last year1, and is by far the largest infusion of resources to the state. It is estimated that more than $6 billion will come to the state through multiple ARPA grant programs.

Harvard’s GPL explored how governments can use ARPA to make transformative investments in their workforce. The learning session, entitled “Developing a durable workforce system for the future,” featured short presentations from select governments about what they are planning in this space, such as reforms designed to streamline application and enrollment processes, invest in employer-focused partnerships, and experiment with ways to more effectively help job seekers connect to, and persist along, good-paying career pathways.

The Tech & Delivery with ARP workshop series aims to foster a community of sharing and collaboration as government practitioners navigate this historic influx of investment. Government attendees will come away with useful, actionable resources to help them implement ARP priorities using leading data and tech tools and practices.
